Use the manual-only workflow to demonstrate the difference between pause, drain, disable, and revoke without starting scheduled work.

Acceptance criteria:

  • pause blocks new assignments;
  • drain allows the current job to finish;
  • UI and API expose the reason and actor;
  • state changes create audit events.
